Kalshi Politics — Mispricing Audit (Anchor, NO-side structural)

1. Summary
Zero picks this run. Cash is the position. The Stage-0 allowlist (120 series, built 2026-10-08T16:36Z) contains 834 open markets, but only 37 close inside the 45-day horizon and 35 of those fail a mechanical cut (deep favorites with YES ask ≤ 5¢, volume24h < 500, inside 7 days, or wide spreads). The two survivors are both legs of the Bank of Canada's October 28 decision ladder. Both were researched to the end of Stage 2 and both fail on price, not on shape: the book already prices the hold at 77–79¢ and my own blended number is 71–73%, so the NO-on-hike leg sits inside the no-trade band with a thin 15-contract offer.
Precedent, rules and primary sources all agree with the market here. The NO-side status-quo thesis is the right shape, but there is no edge to pay for, and Anchor does not deploy without one.

- Specialist-dense note: KXUSAIRANAGREEMENT-27-26NOV (vol24 166k) and KXSAVEACT-27-JAN04 (vol24 183k, beyond horizon) are the deepest books in the file; both are deep favorites and out of band anyway.
Candidate count (2) is below the 6–20 target. The allowlist's archetype mix is dominated by year-end "before Jan 1, 2027" contracts; with a 45-day horizon the near-dated remainder is almost entirely sub-5¢ tails. This is a feature of the horizon parameter, not of the strategy.
3. Candidate cards (Stage 1–3)
KXCBDECISIONCANADA-26OCT-H25 — Will the Bank of Canada hike by 25 bps at its October 28, 2026 meeting?
YES condition: For YES to pay, the Bank of Canada must raise the overnight-rate target by exactly 25 bps at the fixed announcement date of Oct 28, 2026 (09:45 ET), resolved by the Bank's press release. A new action by an institution at a dated step: Anchor-shaped. Rules primary verbatim; rules_secondary empty; close = expected expiration = 2026-10-28T13:29Z; expires in 20 days.
Precedents consulted: 12 rows for KXCBDECISIONCANADA (Jun, Jul, Sep 2026 ladders) + 5 KXFEDDECISION-26JUL rows. Every BoC rung Jun–Sep resolved to the hold; the Sep rows note the hike rung "resolved NO with headline CPI at 3% for two months: the Bank keyed off core (~2%) and ex-gasoline, not headline." The Fed July row is the live analogue: a 25 bp hike repriced from ~11% to ~36–38% in nine days and still resolved NO ("dissent, not a rate move, is how the Committee vents that pressure").
Vehicle and calendar: The vehicle exists and is dated: Oct 28 is an MPR meeting (Bank of Canada upcoming-events page). Between now and then: Labour Force Survey Oct 9; September CPI Oct 19 (UBS projects 3.3% headline); Business Outlook Survey and consumer-expectations survey Oct 19 11:30 ET; Macklem at IIF (Oct 14) and IMF (Oct 16) in Bangkok; Alexopoulos fireside Oct 16. No blackout issue for the decision itself.
Primary-source diligence: Sep 2 press release held at 2.25% (seventh straight): "Excluding gasoline, inflation was 2.2% and measures of core inflation remained close to 2% in July"; new US tariffs and Canadian counter-measures "announced following the breakdown of trade talks"; Council "is prepared to adjust monetary policy as needed." Summary of Deliberations: no discussion of raising the rate; spillover "could require a monetary policy response." Macklem, Halifax, Sep 21: "We don't want to raise our policy rate and restrain growth if inflationary pressures are contained. But nor do we want to be too slow to respond if inflationary pressures are becoming more persistent"; "we haven't seen a lot of evidence that these higher costs are spreading to other goods and services"; new US tariffs (~5% of goods exports, ~$28B) could roughly halve Q4 growth to below 1%. StatCan Aug CPI (Sep 14): headline 3.0%, trim 1.9%, median 2.0%, ex-gasoline 2.4%, gasoline +22.8% y/y; unemployment 6.4% (Aug). Brent ~$101–105 on Oct 7. Forecasters: UBS, Manulife, Oxford Economics, Scotiabank call an October hike; RBC, Desjardins, CIBC, Capital Economics call hold. OIS: ~26% hike (Oct 2), ~one-third (Oct 6); Montréal Exchange tool 40.8% (Sep 22); Polymarket ~39%.
Probability: 27% pre-market → 27% final (for YES). Hold ~71%, cut ~2%, >25 hike ~0%. Reasoning: the Bank moves by consensus off core (at target) and has just absorbed a tariff shock it says halves Q4 growth; the deliberations show no hike was even tabled; and the Fed precedent shows a 36–38% repricing can fully fade. Against that: an MPR meeting is the natural venue for a move, Macklem's "too slow" framing is pre-positioning, and a hot Sep CPI on Oct 19 is a live catalyst. 27% is above the Kalshi book (23–24¢) and in line with OIS. Disclosure: Stage-0 screening exposed the live bid/ask, and the Sep precedent rows' edge notes recount the October ladder's price path, before the number was committed; no orderbook or candlestick was opened until after.
Resolver profile (Stage 2.5): Resolver is Kalshi reading the Bank's press release; mechanism is the posted overnight-rate target. Precedent shows settlement ~5h20m after the release on Sep 2 with no clarifications. Definitional boundaries: "Hike of 25bps" is exact-size; an off-cycle move before Oct 28 is the only ambiguity and has never occurred in the sample. Deductions: 1 pt. Rules clean.
Entry context (opened after commit): YES bid 21¢ / ask 23¢ (last 24¢); NO bid 77¢ / NO ask 79¢; contracts offered at 79¢ NO: 15 (then 25 at 80¢, 50 at 81¢); volume24h 3,187; OI 32,675. Price path: hike rung 7¢ on Sep 2 → 13¢ Sep 8 → 32–36¢ after the Sep 14 CPI → 42–47¢ Sep 21–24 (Halifax speech) → 30¢ Oct 2 → 19–20¢ Oct 7 → 23–24¢ Oct 8. 48h move: +4¢ on 2,926 contracts today, attributable to oil back above $100 and bond-yield pressure, not to any new Bank communication.
Cleanest tail: the Bank hikes 25 bps on Oct 28, most plausibly after a 3.3%+ September CPI with visible spillover in the Oct 19 surveys. That is a new discrete decision reversing seven holds, not a trend continuing, so it passes the continuation-tail rule. Side rule: NO, passes. Continuous-number: no. Rules-reading edge: none claimed.
Verdict: Reject — no edge vs book. Model NO 73% vs NO ask 79¢ (edge −6¢); even the NO bid at 77¢ is above the model. Entry band would be core (79¢) but the book-derived no-trade band forbids it, and the visible offer (15 contracts) would cap size at 5 contracts regardless. Conviction, for the record: MEDIUM lean to hold.
KXCBDECISIONCANADA-26OCT-H0 — Will the Bank of Canada hold (hike by 0 bps) on October 28, 2026?
YES condition: For YES to pay, the Bank must leave the overnight-rate target at 2.25% at the Oct 28, 2026 fixed announcement date, resolved by the press release. Same vehicle, calendar and diligence as the hike leg. This is a permitted YES shape under the side rule: the decision meeting is on the Bank's published calendar and the precedent store shows the hold leg paid YES within ~5½ hours on Sep 2 (and in Jun and Jul).
Precedents consulted: as above; the Jun row's lesson is explicit: "the BoC hold leg is the closest thing in this slice to a carry instrument… size it as yield, not as a view, and stop calling it a pick." The Fed July row's "buy the hold rung when a hawkish repricing has knocked it well below par" applied at 57¢ on Sep 23–25, not at 79¢ today.

Cleanest tail: a hike (new discrete event). Verdict: Reject — no edge vs book (71% vs 79¢ ask, −8¢), and in any case cluster runner-up: NO on the H25 leg covers the same hold outcome plus the cut and >25 bp tails at the same 79¢.

8. Risk profile and execution notes
- Portfolio risk: none deployed. Nothing to hedge, no correlation.
- Watch item (not a trade): the hold leg becomes interesting only if a hawkish repricing pushes the NO-on-hike price back toward the 60s, as it did Sep 21–25, without a corresponding change in the Bank's own communication. The Oct 19 CPI and surveys are the catalysts; Macklem's Oct 14/16 Bangkok appearances are the rhetoric risk. A re-check after Oct 19 is reasonable; the market still clears the 7-day rule until Oct 21.
- Execution reality: the NO offer on the hike leg is 15 contracts at 79¢. Even a positive-edge version of this trade would have to rest a bid at 75–77¢ and wait.
- Horizon: most Tier-1 Politics contracts in the allowlist close Jan 1–4, 2027. A 45-day horizon run in early October structurally sees only the BoC ladder, the Suez weekly ladder and month-end "before Nov 1" tails. Zero is the expected result here.
