The hike-leg NO sits inside the swaps-implied fair range with no edge, and the hold-leg YES fails the side rule. Every other in-horizon market is a sub-5¢ YES or a NO costing 90¢ or more, which Anchor excludes by band. Zero is the correct result for this week.

Stage-0 used the live public API (status=open, all 105 unique series paginated, 823 open markets). Horizon was tested on close time OR expected expiration, because the "before Nov 1" dated markets carry a far-later expected expiration. Markets expiring after Nov 15 (SAVE Act, Trump-out, departures through 2027, ballot measures certified in December) are outside the horizon parameter and were not researched.

YES condition. For YES to pay, the Bank of Canada must raise the overnight-rate target by exactly 25bps at the fixed announcement date on Oct 28, 2026 (09:45 ET), resolved by Kalshi on the Bank's press release. This is a new action by an institution, so the market is Anchor-shaped; the NO thesis is "status quo persists".
Probability. Pre-market 29% → final 31% for YES (hike). Market at research time: YES 30/33, NO ask 70¢, last 31¢. CORRA overnight-index-swap pricing (BlueGamma, as of Oct 1) implies 33% hike / 67% hold and +8bp. The book tracks swaps; fair NO is 67–70¢.
Primary-source evidence. Sep 2 statement: "the longer that high oil prices and elevated refinery margins persist, the greater the risk of spillover," and "upside risks to the Bank's inflation forecast have increased," with core measures "close to 2% in July." Macklem, Sep 21, Halifax: "We don't want to be too slow to respond if inflationary pressures are becoming more persistent" and "if oil prices stay near $100 per barrel, we would expect inflation to edge up." August CPI (StatCan, Sep 14): headline 3.0%, trim/median average 2.0%, ex-gasoline 2.4%, gasoline +22.8% y/y. Brent: $107 on Sep 28, roughly $97–101 intraday Oct 1 (tradingeconomics). Sell-side: Scotiabank, National Bank and Manulife call an October hike; RBC, Desjardins, Capital Economics and David Watt call a hold through 2026. Senior Deputy Governor Rogers spoke Oct 1 in Victoria on housing, not on policy. The hold case rests on core at 2.0%, contained expectations, labour-market slack, and oil now below Macklem's own $100 condition; the hike case rests on a hot Sep CPI print (September gasoline averaged above August) and the MPR as a natural pivot moment.
Book and history. Daily closes: 8¢ Sep 1 → 37¢ Sep 17 → 47¢ Sep 25 → 42¢ Sep 28 → 41¢ Sep 30 → 31¢ Oct 1. The leg has already moved 8–10¢ toward NO in the last 24 hours (48h-move check fails: entering now chases the oil-driven unwind). Orderbook: NO available at 70¢ for 86 contracts, then 74¢ for 40. Depth cap = 28 contracts (~$20), so even with edge the position would be immaterial. Volume24h 669–718, open interest ~31,500.
Cleanest tail. Sep CPI on Oct 19 prints hot on September gasoline, oil re-firms toward $100 on an Iran-talks breakdown, and Governing Council uses the Oct 28 MPR to deliver its first hike. That is a new discrete decision, not a pure continuation, but it is exactly what 31–33% of the book is pricing, so there is nothing to collect for carrying it.

Decision. Reject, reason inside spread. Fair NO 67–70¢ against a 70¢ ask leaves zero edge after ~2¢ fees; the price already reflects the oil unwind; depth caps size at 28 contracts. Prior Anchor runs on Sep 21, 24 and 28 rejected the same leg for band and continuation-tail reasons; the band is now fine but the edge is gone.
KXCBDECISIONCANADA-26OCT-H0 — Will the Bank of Canada hold (hike 0bps) on Oct 28, 2026? (side considered: YES)
YES condition. For YES to pay, the Bank must leave the overnight-rate target at 2.25% on Oct 28, 2026, resolved on the Bank's press release. Probability: 68% pre-market → 67% final for YES. Market YES 65/66.
Decision. Reject, reason yes-side thesis. The side rule allows YES only for already-happened or process-in-motion, and process-in-motion requires the dated step itself to be the paying event. Here the step (the meeting) is certain and the bet is on the content of the decision; that is a status-quo forecast, which Anchor expresses only as NO on the action leg. It is also the cluster runner-up to the H25 NO leg within boc-oct28-decision, and at 66¢ it equals the swaps-implied 67% hold, so there is no edge either way. Precedent JUL-H0: "the hold leg is literally titled 'Hike rates by 0bps'" — a naming trap, not an edge.

- What would change the call: the H25 hike leg trading back above ~42¢ (NO ≤ 58¢) without a new oil spike or a hot CPI print would put NO in the 60–84¢ band with a real gap to swaps; but a price below 60¢ for NO is itself a band reject, so the window is narrow (NO 60–65¢ against OIS ≥ 40% hike).

- Two universe data quirks to carry forward: the "before Nov 1" dated markets expose a series-level expected expiration (2027–2029) so a horizon filter on expiration alone drops them; and the KXIMPEACH / KXCAWEALTHTAX / KXCAVOTERID / KXREPRODUCTIVEMEASURES markets carry a close time a year after their expected expiration, which trips the mechanical close-after-expiration rule.
