Kalshi Politics — Mispricing Audit (Anchor, NO-side structural)
Anchor takes only the side the resolved record supports: NO-side, status-quo-shaped theses in the 60–89¢ entry band, one leg per cluster, flat size. This run produced one pick and 19 logged rejects; 96% of capital stays in cash, which is the expected result in a week where the allowlisted slate closing inside 45 days is thin.
1. Universe and Stage-0 funnel
The candidate universe is targets.json (120 allowlisted series, generated 2026-09-28T16:37Z). Every open market in those series was pulled from the public API; markets closing after 2026-11-12 were dropped. Note that many "before Nov 1" rungs carry an event-level expected_expiration_time months after their close_time, so the horizon was keyed on close time and the 7-day rule on the earlier of the two.

2. Pick
KXDIESELEXPORTBAN-26 — Will a US ban on diesel exports go into effect before Nov 3, 2026?
rules_secondary excludes reports that merely reference pre-issuance publications. No dated clarification has been appended.Thesis. No vehicle: no executive order, emergency declaration or Commerce rule exists; the Energy Secretary has ruled out a flat ban; the White House denied the reported 90-day plan and gave refiners assurances. Today's move from 18¢ to 25¢ on 18k contracts is the market re-pricing Trump repeating a remark he first made on Sep 22.
Probability. Prob: 18% pre-market → 18% final (Kalshi mid 23%, NO ask 79¢). The book is liquid and specialist-dense (20k/day), but the primary-source record is specific and the price history shows the market repeatedly over-reacting to the same headline and settling back (78¢ intraday Sep 23 → 12¢ Sep 26).

- Sep 17 — Rep. Burchett introduces two diesel-export bills (ban through Jan 2027; automatic ban at $5/gal). Neither has moved (CBS, Sep 23).
- Sep 22 — Trump to NYT: "I've called for it. I've called for it within my people." Bessent: examining "whether a full or a partial ban would work" (CNBC). Diesel $6.53/gal record (AAA).
- Sep 23 — Politico: White House preparing a 90-day ban. White House official: "This is not true." Energy Secretary Wright: "Nobody was considering a flat ban on shipments … what's being discussed is the most efficient way to get more diesel into the United States" (The Hill, US News, OilPrice).
- Sep 24 — Wright phones major refiners about voluntary export restraint (Al Jazeera, Sep 25). Chamber of Commerce and Business Roundtable joint letter against a ban; API and AFPM oppose (CNBC). Semafor: limits "would face huge problems" — would need a national-emergency declaration plus an executive order under contested authority.
- Sep 26 — Sen. Cruz tells refining executives the White House has assured him it will not ban diesel exports (Bloomberg).
- Sep 27 — Trump on Fox News: "We're thinking about it very seriously" (CNBC, Sep 28). Brent $107 on Sep 28 after Trump rejected Iran's conditional proposal.
Vehicle / calendar. No signed order, no Federal Register notice, no BIS rule. The 2015 repeal of EPCA §103's crude ban left only a narrow crude "safety valve" (42 U.S.C. §6212a(d)); a refined-product ban would run through an emergency declaration and short-supply controls, which Semafor's sources call legally fraught. Congress is out until after the Nov 3 midterms, so the Burchett bills are calendar-dead for this window. Nothing has "already happened" that the resolver has not printed.
Cleanest tail. Trump overrules his energy team and signs an order directing Commerce to impose a 90-day ban that takes effect before Nov 3 — a new discrete event, not a continuation of the current trend (the current trend is voluntary restraint plus alternatives such as the Jones Act waiver and RVO relief). Priced at ~15 pts. Resolver risk that a partial or destination-limited restriction gets reported as a "ban": ~3 pts. Total deductions well under the 15-pt reject threshold.
Precedents consulted. The pick is taken because the thesis shape (no vehicle, status quo, headline fade, NO side, core band, new-event tail) matches the record's winning cohort, not because the model claims a large probabilistic edge over a liquid book.

6. Rejected — why the BoC pair did not make it
KXCBDECISIONCANADA-26OCT-H25 / H0. Precedent store (12 rows) says the hold leg was reliable carry through July but "disappears the moment guidance turns conditional", and the Sep 24 note recorded both legs outside the Anchor band. Since then the hike leg fell 48¢ → 38¢ while CORRA overnight-index swaps price a 51% hike / +13bp on Sep 28 (BlueGamma). Sell-side is split (RBC, Desjardins, Capital Economics hold; Scotia, National hike). Macklem's Sep 21 Halifax line — "nor do we want to be too slow to respond if inflationary pressures are becoming more persistent" — plus Brent at $107 and headline CPI near 3% make the hike a live, data-dependent outcome. Prob(hike): 30% pre-market → 42% final after weighting the swaps market. NO at 63¢ therefore sits above swaps-implied fair (~58¢) and the cleanest loss is the current oil-shock trend continuing into a hot Sep CPI print on Oct 20. That is the continuation tail Anchor forbids. The H0 YES leg is the same bet in yes-side clothing and a cluster runner-up regardless.
