The Stage-0 sweep of every allowlisted series via the Kalshi public API found 672 open markets, of which 49 close or expire inside the 45-day window. Exactly one clears every mechanical cut: the Anthropic IPO “before Oct 17” bracket. Everything else in the window fails the liquidity floor (34), the deep-favorite band (9), the 7-day rule (5), or the close-after-expiration rule (2). The pick is a NO in the core 60–84¢ band with a no-vehicle mechanism, sized at MEDIUM conviction and cut to the depth cap.

YES condition. For YES to pay, the SEC must declare Anthropic's Form S-1 effective, or the offering must be priced, or a securities exchange must assign Anthropic a ticker, before Oct 17 2026 03:59Z, resolved by Kalshi from the SEC/company/exchange notice (rules_secondary, verbatim: “An IPO is confirmed if 1) the SEC declares the company's Form S-1 effective OR 2) the IPO is priced OR 3) a securities exchange has assigned a ticker to it.”). This is a process reaching a defined step by a deadline: Anchor-shaped.

Thesis. No vehicle: the only filing that exists is the confidential draft S-1 Anthropic announced on Jun 1, 2026 (“The number of shares to be offered and the price have not yet been set”). EDGAR shows no public S-1 as of Sep 8. Reuters via CNBC (Sep 5) reports the public prospectus has slipped to late September and marketing to “mid-October at the earliest”, with the listing to be completed “days before” the Nov 3 midterms. SEC Division of Corporation Finance policy requires the public S-1 to be on EDGAR at least 15 days before any roadshow, and the SpaceX template ran roadshow launch (Jun 4) to pricing (Jun 11) in 7 days. A mid-October roadshow therefore prices on or after ~Oct 20. For YES, Anthropic would have to file publicly by ~Sep 22 and start a compressed roadshow by ~Oct 8, the opposite of the direction every timing report has moved since June.

Probability. Prob: 20% pre-market → 22% final (16 pts world + 4 pts resolver risk, nudged 2 pts toward a book that is thin and four days old). Cross-check: Polymarket's much deeper market prices “shares trading by Oct 15” at 8% and “by Oct 31” at 59%; Kalshi's own Oct 1 bracket collapsed from 50¢ to 4¢ on the Reuters report (OddsShopper, Sep 5).

Cleanest tail. Anthropic reverses the slippage: public S-1 by ~Sep 22, roadshow from ~Oct 8, pricing Oct 15–16. That is a new discrete decision against the schedule Reuters' sources describe, not the current trend (which is later, not earlier). Second tail: Kalshi treats a Nasdaq/NYSE listing-approval notice a few days before pricing as “ticker assigned”. Priced at 4 pts; the SpaceX precedent (public S-1 naming SPCX on May 20, market settled only after the Jun 11 pricing) argues Kalshi does not fire early.

Price history (hourly candles since the Sep 4 open): opened 77¢ YES on 100 contracts, 48¢ by Sep 5, 35¢ on a 1,000-lot after the Reuters report, 28–30¢ through Sep 6–7, 33¢ today on ~550 contracts. The 5¢ move today has no matching news (Sep 8 coverage restates Reuters), and the Oct 24 sibling moved 54→57 in step, so it reads as flow into a new bracket rather than information. Volume24h is just above the 500 floor: the book is not specialist-dense, and the limit is set 2¢ through the touch to get filled.
