Market: "When will Anthropic officially announce an IPO?" — before Oct 1, 2026 leg. YES 25/26¢, vol24h 5,344 (specialist-dense), OI 115,124.

Resolver profile. Kalshi resolves this series on three purely mechanical triggers, any one of which fires YES immediately: (1) SEC declares the S-1 effective, (2) the IPO is priced, (3) a securities exchange assigns a ticker. The headline word "announce" in the title is a trap — the rules text, and this resolver's own record, say announcements do not count.

Evidence (primary sources). Anthropic confidentially submitted a draft S-1 on June 1, 2026 (Anthropic press release). As of Aug 19, SEC EDGAR company search returns no public Anthropic registrant and no public S-1 — verified directly this run. All reporting (Bloomberg, CNBC, seekingalpha, Aug 18) points to an October 2026 Nasdaq listing led by Goldman/JPM/MS. On a normal timeline — public flip ~3–4 weeks before listing, roadshow, pricing the night before trading — effectiveness and pricing land in October, after this market's cutoff.

Probability. Pre-market NO 88% (YES 12%) → final NO 84%, blended toward a liquid specialist book sitting at 25¢ YES. Resolver-risk deduction: −4 pts for the "exchange has assigned a ticker" clause — if the public flip lands in September naming a proposed Nasdaq symbol, a loose reading could fire early. The strict reading (an application "under the symbol X" is not exchange assignment) and the SpaceX precedent (all three triggers fired together at pricing, not at the flip) both cut against that, hence a small deduction rather than a reject. World risk — pricing pulled forward to Sep 29–30 in the "race against OpenAI" — is why this is MEDIUM, not HIGH.

48h price-move check. YES moved 20¢ → 25¢ on Aug 18–19. Explained: a headline burst (super-voting shares for CEO Amodei, pre-IPO credit facility past $10B, "Anthropic steps up IPO prep") — all IPO-preparation news, none of it a resolution trigger. This is the identical announcement-is-not-resolution dynamic the June precedent documented, when 130k contracts repriced YES 5¢→1–2¢ after the confidential-filing headline failed to resolve anything. The move is the mispricing, not a warning.

Both chambers passed CRs unusually early — the House's H.R. 9770 (through Dec 4) on July 21, 220–205; the Senate's version (through Dec 11, plus a rider delaying the OMB grants rule) on Aug 8, 90–6 — so only House concurrence and a signature remain, and midterm pressure favors clearing the deck early. Against that: the White House opposes the Senate's OMB rider, the House GOP bill omits it, Johnson faces conference pressure to ping-pong, and in the last decade only FY2015 (Sep 19, 2014) beat a Sep 26 cutoff — Congress spends every day the deadline gives it whenever anything is contested. Reject: 40–59¢ band admits HIGH conviction only; this is MEDIUM both ways.
